anybody who knows any link of the Java core Library specs?

not the Sun, IBM or any other company's own specs but the Java itself..

Sun, together with the JCP come up with the language specs.
then sun, IBM, ect implement those specs.

does that mean that for example, A company would like to rebuild and make his own version of Float.toString(float), they must adhere to the API rule provided in the API specs?

if they want it to be Java then yes they do. The specs produced by the JCP define what java is, therefore if the specs say the method is
public class Float{ .....     public String toString(float f)     {              ......     } ...}

then the implementation will need to include this also. it does not goven how it works under the skin.

can I assume that the specs I can find in http://java.sun.com/j2se/1.4.2/docs/api/ is also the same for Company A and Company B?

is there something like a licensing agreement that Sun provides in order for other companies to adhere to the specifications provided in the Java Specs?
