question about xslt transformer

currently I am using xalan xslt transformer... and it works great.. but I am outputting directly as a HttpResponse and I am having an issue with netscape... now I am outputting direct html but when I output to netscape it reads it like this....

<html>
<head>
<META http-equiv="Content-Type" content="text/html; charset=UTF-8">
<title>Welcome</title>
</head>
<body>
<p>Welcome to XSLT!</p>
</body>
</html>

for some reason the transformation is putting a literal representation of my xml output instead of reading it as html.. is there some setting I am missing??? I want a tag output not a text version of tags... you can see my dellemma here http://206.146.72.38/servlets-examples/servlet/WebEngin?Plug0=tryit
FYI... IE reads it as html... it is just netscape that does not so it will show up right in IE... any suggestions on what I am missing here would be appriciated.. maybe I need to set a parser option I don't know about or somthing...

I had to space the semi colins so it shows up right
